Ordered least-used first from the last 14 days of dialing — rested numbers lead, heavily used numbers sit at the back. Same sequence used all day; it changes only when you upload a new file.

Dialing Compliance Rules
Daily limit: 80 dials per number per day. Hourly limit: 50 dials per number per hour — no burst dialing. Re-call window: Never call the same lead twice within 3 hours from the same number. Voicemails: Always leave 20–40 seconds. Hanging up registers as robocaller behavior with carrier AI. Reputation signals: Conversations over 60 seconds whitelist your number. Inbound callbacks further protect it. Give your Vulcan7 callback number on every voicemail. If a number gets flagged: Mark it as spam in settings — it leaves the rotation immediately and rests for 21 days by default. Request remediation through Vulcan7 while it rests. Carrier guidance is 30–60 days for a hard flag, so lengthen the rest on any number that has been flagged before. Nothing returns to rotation on its own; you confirm it.
